What are the specific encryption and security requirements for storing medical data under HIPAA?

I wonder how a website assuming HIPAA, we store the medical data. The site is not technically a provider of health care, creating some ambiguity in the statutory requirement, but I'm curious. International Perspectives on the regulation of regional data are also interesting for me!
