Everything depends on the severity of atrophy of muscles.
If it is in the early stages then yes (but I would always check with your doctor to make sure it is not an underlying disease causing atrophy). Basically you can do a light massage followed by a system of pressure points to stimulate the nerves and circulation.
If it is beyond the first steps you'll probably need to see a professional therapist. If necessary, be sure to find a physical therapist who is certified in specialized atrophy.
